The Federation of Pakistan Chambers of Commerce & Industry (FPCCI) is a body
corporate licensed by the Government of Pakistan under the Trade Organizations
Ordinance, 1961 and incorporated in 1960 under the Companies Ordinance, 1984
(formerly Companies Act, 1913).
The Federation of Pakistan Chambers of Commerce & Industry (FPCCI) which
enjoys the status of the apex body of trade and industry has a significant
and most distinguished role in the economic development of the country. FPCCI
representing directly or indirectly almost the entire private business and
industry in the organized sector. Membership of FPCCI is confined to Chambers
and Associations of Commerce and Industry.
FPCCI's primary aim is to promote, encourge and safequard the interest of
private sector in Pakistan and to serve as a bridge between the business
community and the government. FPCCI has its fingers on the pulse of the
economy and serves as a beacon light for trade and industry. It acts as the
chief spkesman to voice the collected opinion, concern and aspiration of the
private sector in the country and offers helpful advice, solid assistance and
accumulated experience of the business community t o the government.
FPCCI's main objectives:
- to aid and stimulate the development of industry, trade, agriculture,
mining, transport and allied activities such as inland and foreign
trade and investment, banking, insurance, shipping, etc.
- to promote unanimity of thought and action and bring about balance and
reconcile conflict of interests among industry and trade and develop
liaison with counterpart bodies abroad.
- to provide representation to the private sector.
FPCCI enjoys consultative status in over 65 government consultative bodies and
Advisory Committees responsible for formulation of policies and work
programmes.
FPCCI acts as the forward post of Pakistan's private sector abroad. It has
affiliations with the following international business organizations:
a. The Islamic Chamber of Commerce and Industry.
b. The International Chamber of Commerce (ICC).
c. ECO Chamber of Commerce and Industry.
d. SAARC Chamber of Commerce & Industry.
e. G-77 Chamber of Commerce & Industry.
f. Confederation of Asia & Pacific Chambers of Commerce & Industry
(CACCI)
TRADE PROMOTION
FPCCI acts as a forward post of Pakistan's private sector abroad. In the place
it maintains contant liaison with the Pakistan Diplomatic and commercial
missions abroad and takes special care to develop, promote and strengthen
cooperation and contract s with its counterpart bodies abroad through exchange
of delegations, literature, directory(ies) and business information, etc.
FPCCI has under its umbrella 33 Chambers of Commerce and
Industry, 36 all Pakistan 'A' Class Associations and 80 'B' Class Associations
representing industry, trade and service sectors.
AFFILIATIONS (INTERNATIONAL BODIES)
FPCCI is affiliated to the following International business organizations:
- International Chambers of Comerce (ICC), Paris through Pakistan National Committee of ICC-PNS/ICC.
- The islamic Chamber of Commerce and Industry having its Headquarters
at Karachi, Pakistan.
- ECO Chamber of Commerce and Industry, Istanbul-Turkey.
- G-77 Chamber of Commerce and Industry of Developing Countries,
Cameroon.
- (SAARC) South Asian Association for Regional Cooperation Chamber of
Commerce & Industry, Nepal.
- Confederation of Asia-Pacific Chamber of Commerce & Industry (CACCI)
- Associations of Shippers Councils of Bangladesh, India, Pakistan and
Sri-Lanka (ASCOBIPS), Bangladesh.
COOPERATION AGREEMENTS
FPCCI has signed Cooperation Agreements with the national Chambers of Commerce
& Industry, Germany, Employers Federation of Japan, South Korea, France,
Netherlands, Germany, Turkey, Bangladesh, Hungary, Romania, Malaysia,
Philippines, Singapore, Oman for facilitating exchange of data and
information on trade and investment opportunities, visits of trade and
investment delegations, participation in Trade Fairs and Exhibitions, etc.
With the signing of Cooperation Agreements, Joint Business Councils/Economic
Cooperation Committees have been set up which organise visits of delegations
and meetings on annual basis.
In addition, as many as 125 Trade and Industry Committees with as many
countries are functioning under the aegis of FPCCI with a view to promoting
trade and economic relations between Pakistan and the countries concerned.
EXHIBITIONS
FPCCI also undertakes the responsibility to organise, in consultation with
Export Promotion Bureau. Government of Pakistan, Pakistan's participation in
international trade fairs abroad and holds single country exhibitions of
Pakistan's goods and serv ices in selected countries. At home it also
organises international trade fairs (such as PITF-84) and national industrial
exhibitions and fairs of specialised single commodities.
EXPORT TROPHY AWARDS
To encourage export of Pakistan's goods and technical/ consultative services
the FPCCI instituted export trophy awards in 1976-77. The Awards are given
every year to those who excel in promoting exports of goods and services both
in quantum, value a nd to new directions. In addition, the Federation has
instituted a 'BUSINESSMAN OF THE YEAR AWARD' which is conferred on a
Businessman/industrialist, who in the judgment of FPCCI, has made outstanding
contribution to the growth of national economy. A 'PRESIDENT OF PAKISTAN'
Trophy is also conferred on a business house who in the judgement of FPCCI
have made overall best and highest performance in exports.
ARBITRATION
FPCCI has set up an arbitration machinery under Section 12 of Trade
Organisations Ordinance, 1961 to arbitrate in matters of disputes arising
between Member body of FPCCI and its members.
PAKISTAN SHIPPERS COUNCIL (PSC)
The Pakistan Shippers Council of FPCCI having the status of a Standing
Committee of FPCCI works for the protection and furtherance of the interests
of exporters and importers in Pakistan in relation to the transportation of
goods by sea, land and air and undertakes studies on problems affecting
shippers in Pakistan.
PSC is affiliated to the Association of Shippers Councils of Bangladesh,
India, Pakistan and Sri Lanka (ASCOBIPS), as a member.
PAKISTAN INTERNATIONAL FREIGHT FORWARDERS COUNCIL (PIFFC)
PIFFC is another specialised agency of FPCCI functioning to safeguard the
interests of Freight Forwarders who facilitate the transportation of import
and export cargo of Pakistan.
PIFFC is affiliated with the International Federation of Freight Forwarders
Association (FIATA).
PUBLICATIONS
FPCCI issues annually its Annual Report of Activities carried out during the
year.
Besides, every year a number of reports of Trade Delegations sponsored by
FPCCI are released. A Souvenir on the occasion of the Export Trophy Awards
ceremony is also published by FPCCI.
FPCCI'S OPERATIONAL STYLE
The Managing Committee which is elected every two years by the General Body
representing Chambers of Commerce and Industry and Pakistan Associations of
Trade and Industry is the main forum for executive and policy decisions. The
Standing Committees a s well as Sub-Committees deliberate intensively on
subjects pertaining to their respective jurisdictions and formulate their
recommendations which in turn are placed before the Managing Committee for
final approval.
The President of FPCCI who is elected for a period of two years is the Chief
Executive and head of the institution. In consultation with the three Vice-
Presidents and members of the Managing Committee and with the assistance of
the permanent Secretar iat headed by the Secretary General, the President
conducts the affairs of the Federation.
POLICIES
It is quite reassuring that the government has already associated the business
community in general and the Chambers of Commerce and Industry in particular
with the formulation of economic plicies. The Private sector is consulted in
making the count ry's fiscal, industrial, Commercial policies, etc. and
whenever some problem is presented to the government in a porper manner with
a balanced view, it never fails to accept voice of the business community. The
economic development in the past few y ears amply speaks of the development of
Commerce and Industry in the country, with which FPCCI is primarily concerned.
Presently, we are faced with the question of maximizing exports. The business
community has always endeavoured to achieve the government export targets
fixed from time to time and FPCCI is determined to do so in future also. In
the trade policy in 19 95-96, announced by the Commerce Minister, the Export
target for 1995-96 has been set at US Dollars 9.2 billion. To achieve this
target, the trade policy offers several incentives and facilities. FPCCI on
its part will continue in doing its best in m aximizing efforts in achieving
the exports target determined by the government.
The Federation pursues innovative policy in its activities for trade promotion
by adopting the following traditional and non-traditional instruments:

The Federation believes that export is a joint responsibility of exporters,
government, industry trade and as such, has to be treated as a national
effort. A country has to develop an export culture in thinking, policy
formulation and action plan.
The Federation firmly believes that the interests of trade and industry and
nation are concurrent and the market would be thrive only when the nation
benefits.

FPCCI OFFICES
The head office of FPCCI is based in its own building, the Federation House
spread over an area of 11,666 Sq. yards, which is located in a posh locality
of Karachi, Clifton, over-looking the Arabian Sea.
FPCCI has a Zonal office in Lahore which mainly deals with the Provincial
Governments.
FPCCI has a Branch office in Islamabad to liaise with the Federal Government.
